Timing belts don't stretch, if it's a good quality belt. It'll whine till you replace the belt again. A little tight will whine and will not do any damage. It's just annoying to hear.
The tech should have installed the belt, rotated the engine by hand for a few revolutions and then torqured the tensioner down so it doesn't move. It should not whine. If the tech gave the tensioner a little push, the belt's a little too tight.
