Were you denied entry for a black mark on your record? Do they stay on your record forever?

I was reading the eligibility guidelines where it says. 'you may not qualify if one of the following applies:'
you have a recorded violation of customs, immigration or agriculture law;

So i'm assuming if you've ever mis/underdeclared and been caught, then you can't get a nexus card?
