I was reading the eligibility guidelines where it says. 'you may not qualify if one of the following applies:'
you have a recorded violation of customs, immigration or agriculture law;

So i'm assuming if you've ever mis/underdeclared and been caught, then you can't get a nexus card?
I was denied entry because they suspectedI was going over to work. While my purpose of travel was work related, it was simply for our company Christmas party. It was shortly after my L1B visa to work in the US had expired so I suspect that was why they thought I was going over for work. (I was working remotely from home in Vancouver at that time for the same company) In any case, the denial was based on a hunch rather than actual fact so that's probably why I was able to still get a NEXUS card.

I am fairly certain that any black mark/infraction is on your record forever. I was asked about the incident on my last Nexus renewal a few months ago and this incident happened about 6 years ago. I'm guessing that their allowing you to enter with a black mark on your record would depend on the severity of the reason for denial. If you've been caught bringing in contraband then obviously they won't let you in. If it's something more marginal (like you forgot to declare the groceries you bought on your last trip down to the US) then there's a bit more leeway. It's a trusted traveler program so if they don't trust you (or give them a reason not to), then they won't issue you a cards.
