I think talking to a career counsellor would help you get going in the right direction since they would be familiar with the challenges someone in your situation would be going through, along with the status of the current job market.

My best advice is to try calling these guys to see if they can help. I believe their services are free. Hopefully, they can also give you cover letter and resume training and feedback.
