Specifically, you want to go to
Nordstrom's Rack. It's the equivalent of Winners but with much higher end name brand products. I regularly buy my Seven jeans there for $70-$90, I have bought two suits, one Calvin Klein and one Hugo Boss, both for under $500. HIGHLY recommended.
The one I like best is unfortunately a bit further but its one of the biggest and seems to be less picked over as it's a bit out of Seattle:
