What do you see on the right side? On top right is "The Community's Choice", determined by a vote from previous selections below. The bottom right is, usually, for the daily deals. For the summer sale, it's been replaced by multiple items in the "Flash Sales". Currently:

EDIT: It looks like your region blocked? I'm curious if using a Proxy DNS service, would change that. Have you ever used, or are subscribing to Unblock-US.com? It seems to work for a lot of things... I wonder if that includes Steam.
