^ I don't really understand what that thing does? I sure hope it's not some sort of cover for the headset, as I just put my stem right on top of the headset (Like I would have with my Mtn Bike) and put all the spacers on top (Steer tube is too long) for a more aggressive position????

Or is it a more slim cover so it can go that much lower? I've noticed my top headset cup is quite tall?

What's it dooo????
