There is talk that mounting the stem too close to the top bearing is not so good as it may cause a stress riser which can lead to steertube failure. I'm no engineer so I can't see it, but a steertube failure is not a good one to have. I'd probably leave 5mm of spacers under the stem just to be on the safe side.
