I got my Giant Rapid 3 at Dunbar Cycles on the west side. Great selection of Giant hybrids and road bikes (Giant is the dominant brand they carry). They are mostly a mtb shop though like most in the lower mainland.
I went in asking for that model and told them different bikes costed $xx. They offered me the same bike for close to at-cost price. Sweet dealing with them, although it was a 2011 model (I bought it at the end of 2011 when 2012 models were out).

You can buy a shorter (or higher angle) stem, this is the part that connects the handle bars to the frame (along with the headset). You can find them at most bike shops for less than 30 bux.
