Yeah, what BCRDUKES said. I DO recommend Gore Cycling wear, lots of commuters swear by it! Just do a search and check out the many reviews.
There are some companies (like Taiga) who make GoreTex jackets, and specifically a cycling jacket, but I don't know anyone nor seen any reviews for it. YMMV.
Hmm..speaking of jackets, I've got a new Sugoi bike jacket for sale as well....
