It may not be a virus, but just spyware that is stopping you from accessing any popular web portals to search how to get rid of it.
It could also just be a prolonged ISP issue. Maybe they cut you off for over-bandwidth.
Go to your command prompt (windows key + r, type in cmd), and type "ipconfig /release" without quotations. Then type "ipconfig/ renew". If you pull an IP you're "connected" to your ISP and it's a local problem.
If you have trouble renewing then it's internet connection problem.
