Sounds like spyware.
Every PC should have two programs installed...
1. Malwarebytes
2. SuperAntiSpyware
(go to download.com and download them)
Download both and run them. This usually clears up problems like slow PC speed, opening errors, programs crashing, and other random things that are annoying as hell that fcuk up your PC
PC Tools - Spyware Doctor is also a great program. Though, it's useless without an activation key. So either buy one or just find one online.
But, I'm certain that if you download malwarebytes and SAS, that will solve your problem.
