At an intersection, only one vehicle (car/motorcycle) can occupy. According to ICBC, it doesn't matter if there's room for another vehicle, only one can occupy the intersection (for the left turn example). Rider will have to wait before the white line and wait for vehicle in front to complete the turn before moving into intersection

I believe PRS's PDF addresses this quite well. Just follow the PDF and you'll do well.

After you clear the intersection and do your checks (shoulder + cyclist), you can make the right turn if the light is red unless there is a sign prohibiting right turns
Don't worry if ICBC gets left behind; if you're too far, they'll ask you to pull over
