Yes, the only way to currently get an iPhone unlocked is to pay the carrier, but only if you purchased it outright or the contract the phone is attached to is over.
On a sidenote.. Chronic from the JB community is offering unlocks now, but at a substantially higher price. The benefit is that you don't have to fulfill any of the conditions mentioned above -

With that said, I see a bunch of people locally offering the same service -
vancouver, BC all for sale / wanted classifieds "unlock iphone" - craigslist
My only worry is that what if the unlock gets caught by the carriers or Apple? I'll definitely be out of $100+
Definitely tempted though since I'll be in Asia next year.
