Can't see the video but it sounds like it's "jumping" because of turbo boost.
You can turn it off in BIOS, the CPU just adjusts according to workload (eg. it will turbo boost up to rated clockspeed when you're gaming or something intensive).
I personally leave mine on since I OC'ed my CPU, especially if you have your computer on 24/7, it does help with heat and power.
