It could also be some sort of switching chip considering the cable is made to be able to plug in either side up. If that's the case, it would probably need to be able to "identify" which pins on the phone are V+ data+ V- data- etc. since they would be "wrong" one way without an intelligent means of "switching" that.

Someone with more electrical engineering knowledge would probably be able to give a more definitive answer with regards to this, possibly.
