Pilots usually have as much crammed into them as possible in order to hook a large enough audience to sustain itself. I'll agree that they seemed to have put a bit too many large decisions into this one, but it's likely that this is simply setting the groundwork for what's likely to be a slower paced show after this.
Think of it as a James Bond movie. It always starts out in the middle of a giant action scene, but as soon as it's done, it quickly slows down the pace in order to build up the plot.
