the traceroutes are fine, its extremely common that you don't get a successful end to end traceroute over the internet, its a security thing. Based on that, its not a carrier problem because if shaw was dropping the traffic you'd never see the networklayer.com hops as the traffic wouldn't be reaching the softlayer DC's.
