Not set on carbon at all. I really like all the steel frames out there, but nothing can compare in that price range. Not even close. Anything with a 105 Group set is $1500 plus, and with that you usually get a Aluminum frame + carbon fork. The pannier mounts are not a need anymore, I have found many systems which can adapt panniers. For the amount of time they will actually use them, I doubt a touring bike would be worth it.
