My friend's Altima has a strange issue.. the hvac fan works, but only on low.. even when it's set to high, the air is just barely coming out..

I've looked around and there are lots of solutions for:
A) Fan doesn't work at all
or B) Fan is always on High

Any thoughts for why the fan might always only work on Low?
