It's partially temperature and humidity. As weird as it sounds, if it's raining, chances are good there's no ice seeing as rain = water, and also air temperature is warmer from the cloud cover than a clear sky. Also, I don't ride over bridges at night or if it's not raining. Air temperature over/under a bridge is much cooler from the water (black ice). There's a lot of little things to think about when you ride, but ultimately, always wear your gear as a backup in case things aren't as planned.
