I wouldn't say it's not as good. Has all the key elements - intense action, intrigue (why are they trying to kill him?), etc. It goes more into the backstory of Treadstone, and thus more of Jason Bourne's backstory. The timeline partially parallels the last half-or-so of Bourne Ultimatum and the fallout from Pam Landy faxing the Treadstone documents to... whoever she faxed them to, so for the most part, it IS a continuation of the story from there, with most the same supporting characters in the same universe... just following a different main character; giving us another character's perspective of events we've already seen. It continues the same underlying theme and inner conflict Bourne had - "Look at what they make you give."
I was kind of "Jeremy WHO?" going into it because I didn't really know him from anything else, but IMHO Renner did a great job. He doesn't look like much of an ass-kicker at the start - but then whoever pictured Matt "Pretty Boy" Damon as an ass-kicking action hero before Bourne, either? - but fills the role quite nicely.
