Of course if someone drops a class outside of that time, most people won't be moved into the class instantaneously. You can try dropping the classes + re-adding without selecting 'waitlist if possible' and in theory it should put you right into that class given you meet the requirements/there isn't early enrollment allowed only for people majoring in it

^yup. That's the way. It's a double edged sword, basically. On one hand, it gives the keeners the oppurtunity to land a seat as long as they're checking it periodically. On the other hand, it fucks the people on the waitlist over if they feel that since they were already on the waitlist, they should get that spot.
Accepting that that's how the system works is all you can do if you hate it. It pretty much boils down to how much you want the course.
