Man, I'd be scared using a 13k recovery strap. Pretty easy to get over that, especially with your truck. I had a 30k for my 2nd gen 4runner.
The whole get x times your vehicles weight recovery/tow strap is kinda silly. Just get the biggest one that you can fit onto your car and avoid the use of shackles. I usually loop the sling in on itself and then put it through the trailer receiver hole and secure it with a hitch pin. Unless you have a "trail rig" you probably won't be able to fit a big enough shackle onto it, at least not something I'd be comfortable yanking on.
