Makes sense. Encourages people to fall into the habit of using the bridge, which means that people (once they use their credits) will start spending their own money.

Part of it is about getting people to sign up, and part of it is about getting people into/back into the habit of using the Port Mann. Cant make money back with tolls if the bridge is empty.
