I'm a fan of a light wind jacket over other layers; this allows you to take off the jacket and stash it in a pack or even a pocket if you get too warm.
If you want to shop locally, MEC has a great jacket in the
TACE
I bought one on sale last year and was skeptical since the jacket is so lightweight, but it does a great job blocking wind and retaining heat without making you soggy. I wore it in windy -20 last winter (with a long sleeve wicking shirt + fleece half-zip underneath) and was surprisingly comfortable. The jacket also survives well being crushed with little wrinkling. Keep in mind that it is not a rain jacket, although it will keep you dry in light drizzle.
