I think it is assigned to a license plate which is really
really annoying if you change plates often.
I registered, got my decal, changed plates and went online to change my plate.
It said to delete the car and add again. I followed the instructions and once I did that, it said a new sticker would be sent.
I wonder what will happen when i use my existing sticker with the "old" plate while i wait for the new sticker.
