that would probably be fine actually....
cold water from the hose at night time... might actually cause them to freeze to death
not sure what sort of legal ramifications it would have but i dont think any judge would charge you with assault (dont quote me on that).
it'd be hilarious if there were sprinklers on a timer in that area and they turned on at the hours that the crack heads are there.
