Well, I would drive down to ICBC Driver Services like I did the other day... wait for 15mins if you go at a good time and get a new one issued. $17, and you get a temp paper one. There really is no excuse to driving without a license unless you are driving TO the Driver Services branch or it's late at night when you realize you lost it and they are closed. There is a reason you get a ticket when caught without a license.
Pretty sure I was in and out of the Surrey location in less than 15mins with a new license on the way and a paper one in my pocket.
