Heater doesn't blow hot

Cousin recently bought a 95 Accord EX-R sedan and has noticed that even when the car is warmed up, the heater blows warm at best. I am unfamiliar with Honda's, but upon a quick inspection I noticed that, even after driving the car around for a half hour, the water temp gauge needle sits at maybe 1/3. instead of slightly under half way like I am accustomed to seeing in other cars. While I am obviously aware that this gauge can't be relied on, I am wondering if the problem lies in the coolant temp sensor and if not, where the issue might be. Car runs and drives fine otherwise. I'm unsure of the car's history as the car was only purchased recently but coolant looks fresh.
