edit: I should also mention that I don't take advantage of what this monitor is supposedly geared towards, EG: photo editing, or whatever else that needs color accuracy. It's just a monitor I use for regular, everyday stuff like youtube and watching shows/movies.
It's pretty easy to tell the difference between IPS and TN+F for me and pretty much anyone who goes from an TN+F to an IPS monitor and back to a TN+F will say the same thing; TN+F sucks.

Now, do you need this particular monitor? It depends on your usage. As mentioned, for anything colour critical, a high-quality monitor such as this and the proper calibration equipment is a must, but for your average joe, a lesser IPS monitor and software calibration is more than adequate. With IPS monitors so cheap now (You can find 23" IPS monitors for $150 or less these days.), I don't see why anyone would ever go with a TN panel unless it's simply out of sheer ignorance.
