I've been told that your DL picture is encoded in the magnetic stripe on the back of your DL. The card swipe terminal in PCs now give everything but the picture. If the picture was available then it would mean instant verification at roadside when you gave your name, DSOB and "code word". Unless you had an identical twin. It would allow Police to positively ID...but it would NOT allow other drivers to ID you, like after a crash when you have to exchange info. That is also a requirement that could not be met without an actual DL.
