This Harrier was just sitting in the reeds looking distressed and panting like it was having an asthma attack. Apparently (according to an O.W.L. rep), it was very full after a big meal and was just resting/digesting. It let me get to within about 30 feet of it before it showed signs of being bothered by me so I backed off to about 40 feet at which point it ignored me. Also shot video, I'll upload soon.
