Then the next time she tries to hop on, push her off and deny her it. If nothing else, it'll make her want it even more and might help with the end result.
And who said the cuffs and bondage was for her?
Seriously, though, you can always just start off simply with the handcuffs in front of her (and make sure it's those funky fuzzy ones with the quick release). It may help soothe her fears if she knows she has an easy way out of she feels uncomfortable.
