OP's brother should get a letter from his Ontario insurer, assuming he had a clean driving and accident record there, stating as much. When my wife moved here from Chicago, she got a letter from her State Farm agent stating she'd never had an accident or ticket, and since she'd been driving 7+ years already, ICBC started her off right away at full 40% discount.
This applies whether he moves his car here, or sells it to buy another.
