the easiest way to figure out which their IP is, is to figure out which IP belongs to your family's devices. after that, you will only be left of your tenants. from there, start blocking one IP at a time 24/7. they will complain, if they don't, win! if they do, they will call you and you will know who it belongs to. keep tabs on which IP belongs to who and what their device name and MAC is. the IP MAY change, but most people don't know how to change their device name and the MAC never changes. so its easy to block that certain device/person if you want to regardless of what their IP is.
IIRC, ipconfig /renew doesn't ever really change the IP. besides, they are not tech-savvy, so i highly doubt they even know what that command is.
as for the utorrent ports, you would have to block from port 1 to whatever the end is (655656 or some shit like that). in utorrent, you can hit it so it runs on a random port. i have never had to set up port forwarding in my router and my utorrent tends to still run fine. but i think if you block all the ports for that IP anyways, its easier to set it up to just block the IP since everything you connect to requires a port (i think).
if you know how to access to MAC filtering, that would be best. I thought my router had it so i can screenshot it for you, but i can't find it =\
