The prison ultimately is easier to defend, I don't think they could do what they did to the group that the governor had if it was anywhere else. They have a ton of people now, and those people are going to have to put their work in to make it a more liveable space. Also, where did the governor go? He didn't go back to woodbury, he's probably plotting a diabolical plan.
