What's worked for me is draining the float bowls on the bottom of the carbs. Give that a shot, all you'll need is a small Allen key. You might have to remove a side fairing to reach the carbs, usually more easily accessed from the right side of the bike.

Just search "draining float bowls 09 ninja" and you should find something.

If you are going to a shop, I suggest Imperial like Gwilo mentioned.

Personally, I think it's completely fine. Sure, it's nice to have that extra power on tap from a 600 to be able to accelerate quickly to pass someone, but a 250 should pose no problems. I've ridden a Ninja 250 a ton on the highway with no complaints at any speeds.

Just don't expect the same from a CBR125... gutless thing that is.
