Overshoes: there are a lot of overshoes out there so just choose something u like with good reviews. The problem arises when water drips down your leg and into the bootie, then ur socks, then your feet. When I rode with bare leg and overshoes my feet got soaked. 3/4 bibs or knee warmers with overshoes, feet got soaked.

But when I have leggings or pants that cover over the opening of the overshoes, my feet stayed drier longer, but still get soaked over time.

Bottom line is your feet will get wet. It's just matter of staying comfortable.

So it's best to wear leggings/pants that can cover over the overshoes opening and also wear some merino wool socks.

Fenders: for 700x23 size tires there's really only a handful of fenders out there.

I have the crud roadracer mk2. Lowest profile fender out there that will clear most road frames. Has a panel thay will cover your front derailluer from getting too dirty. Negative draw backs are that they're held on to your bike by zap straps and rubber elastics so you'll hear weird scratching noises when the fender starts making contact with ur wheels and you have to always adjust them pre/post/during ride. Your feet will get wet BC the front fender is so thin the water bounces off to the side directly into your feet (not a huge issue if you have good leggings/overshoes as per above) Rear fender protects your ass 100%, but BC it jiggles around the ppl behind u will get hit with water.

Sks race blades are good alternative for quick detach. Stable mounting. More sturdy. Good coverage front and back. They are wider. Drawback is that they are kind of ugly.

Mec fenders are fine as well, but ugly.

I think i'm going to keep my "cheap" roadbike cheap and pick up the MEC fenders, haha. I also need some socks I suppose. Cotton is just not working when wet. lol. Thanks for the advice.
