You don't "sit" lower per se. The geometries on both bikes are different. The Synapse offers a more comfortable riding position whereas the CAAD bikes are much more aggressive. You can compare the geometries of both bikes on Cannondale's website. There are other differences such as frame weight and materials etc.
Don't just get a CAAD because everyone is riding one. You have to figure out and decide for yourself what type of riding you'll be doing and what you expect to get out of it? If it's just a stroll down the sea wall or a short jaunt around town with a group of buddies, the Synapse will be fine. If you want to make the most out of reaching some top speeds, go for the CAAD.
As an owner of a CAAD10, I find it undesirable to commute on it. Yes, it will get me from point A to B (like any bike should) but if I want to ride in my normal clothes, it is a pain in the ass.
