Well, I'd liken "improvement" depending on what a person wants. If you want a cushy ride, then perhaps having a light weight wheel with fewer spoke count and does not absorb road shock well could work against you.
If you want to pick up some speed and have a better 'feel' for the road while lightening up the bike, then yes. Mind you, tires play a huge role into the equation.
Riding on my stock wheels and tires was weird for me. It was so smooth and cushy, I was like, "uh wut? Where's the road?"

But here's an interesting fact for u sram nut huggers
Of the 18 pro teams in the peleton, only 3 use SRAM groupsets. 4 campy. The remaining 11 teams all use Shimano

SRAM is usually up on the podium at the end anyway. Gotta give it to the underdog.
As for Campy - Good lord.
Edit - 604CEFIRO is right. Only 3 teams this year running SRAM. 2011 was a huge list of SRAM but slowly declining in 2012 and now 2013.

(The article is a good read and explains SRAM's decline in the peleton.)
