It's not a matter of catching him since he's probably still living at his mom's house. All they could do is mess with him some more like more public shame or have 100 pizzas delivered to him. The cops know about him and what he does but they just need to decide it's worth it to go after him criminally.
Maybe it's time to have a TV station go interview him.
