It's mostly the first and second year courses that require you to pass the finals and midterms to pass the course. My CMPT 300 and 310 classes have that policy though. I realize that I forgot to mention that you need to pass the midterms as well, so I apologize for that.
I don't think the weight distribution matters if it's outlined in the class that all you need to do is pass the finals or midterms to pass the course, and all you want to do is pass the course. See here:

According to this, passing the midterm and final would bring you to 37.5%, but since the syllabus states that all you need to do is pass those ones, then you will pass the course.
