That 3 month salary -> De Beer made up that rule of thumb. Dont fall into their trap. $1-3k does sound reasonable. An engagement band (with no rock) will cost roughly $800 at Spence.
If you go to the states, they have cheaper diamond rings compared to Canada. I am talking ~10-20% cheaper. Costco USA do sell engagement rings too. If you choose to no declare it (I do not encourage nor judge you for doing so), I would recommend mailing the paperwork to your home address and somehow carry the ring discreetly
