border guy goes to his supervisor and says i pulled her over cuz she cut everyone and said to me: the proper etiquette is she's gonna be waiting here for a while.

No need to be so worked up on it. Happened to me too today at around 8pm. There was an old man who went up to the nexus lane. Instead, I just made more space and let him in. He was very grateful, even made sure to have a big smile and gesture at the next traffic light. Though she did get what was coming to her, being pulled in.
