Lucky Tao, Richmond, BC has good dim sum at the $2.50 - $3.00 range and even lower.

J & C Top Gun, Richmond, BC has very good dim sum. It is more than $3 per plate, but if you go BEFORE 11AM, you get a 40% discount. I believe you need to have one of their Top Gun cards to get the 40% discount. After 11AM, with the card, it is 20% discount. With the discounts, it is close to the $3 per plate range. When making reservations, ask for Vincent, Steven, or Jimmy, and they will always try to fit you in, even when it is full.

Otherwise, above $3, here is my recommendation:

Kirin, Richmond BC (the other Kirins are not as good). It is ALWAYS very, very good, and always consistent. If you want the barbecue crispy tarts (char siu soo) or the durian dessert, or the potato crispy plate (wu gok), you have to reserve them as those plates are brought out to the tables and are gone quickly.

Always make a reservation a day earlier. Or, if you make it ON the dim sum date, then they only take reservations for after 1:30PM sittings, ask for Yuki (one of the hostesses)
