well it doesn't really matter if you have a 150cc motor because if a cop sees you on the highway (restricted for scooters), they will pull you over regardless if you are riding a modded scooter/mopeds. I don't think speed comes into play because at the end of the day, you either have your class 6 licence or you are riding illegally with a scooter that exceeds the CC restrictions.

So ask someone that 100% knows about the mods restriction and highway restrictions is your best bet.
