Call shaw. Make sure your Cisco is set to Bridge mode. This will disable all routing/wireless features on it since you don't need them. Then all 3 of your routers can be configured independently via their own config pages.
Well one router is at one end of the house and the other is at the other end of the house so there are some weak spots around. Shaw said the Cisco was already in bridge mode so it must've been something wrong with router settings
