Powerline Ethernet is the future.. much easier to setup and get going and next to no configuring needed... The unit that connects to the shaw modem, turns the internet data into electrical power current then the other unit receives it and turns it back into data. Sounds confusing but works. Lag/Ping isnt really an issue.. Been playing BF3 with very little lag..

The cable unit goes to your shaw modem, then get WiFi units and plug one upstairs in a power outlet, they should have no problems after.

To answer your question, the Wifi signal would be reduced by alot going through concrete, which is why the tenants are having troubles.
