IIRC (back in the days when I worked at mcdicks),
There are only so many boxes of happy meal toys each restaurant receives, and depending on the manager at each restaurant, they will release whatever number toy it is for that week until it is out of stock, then they willl move onto the next number.
Once its out of stock, it's done. They don't re-order any more, (and that's when they take out the OLD OLD toys they had stocked up previously that didn't sell). If that was the case, you would keep the OLD toys they gave you, and you could go to another mcdonalds and trade that one in for a despicable me toy.
But..... that was 11 years ago. Don't know about now lol.
